Adoption Program Information
Children Available: Children referred are from “infancy” (8-18 months) to 15 years. The children may be Caucasian, Eurasian, or, in some cases, may be of Gypsy or Asian decent. Two children (related or unrelated) may be adopted concurrently. The children are from orphanages and have been relinquished, orphaned or abandoned. Children with special needs are also available. The Foreign Program Fees and Agency Fees may be reduced to help with the adoption of these children. Requirements: Married couples and single women may adopt. Generally, the adoptive mother should be age 45 or under for an infant. Families with other children in the home may apply. Length of marriage requirement is flexible and divorced persons may apply. Process: Families hoping to adopt a child from Russia should have an approved homestudy and Citizenship and Immigration Services (formerly INS) clearance. An adoption dossier, specific to Russia, is prepared and forwarded to WCI for translation. The waiting period for a child referral is generally 2 - 8 months. At least one parent must travel for the first trip to receive child referral information. The first trip is generally within 1 month of notice that a child is available. Once a family accepts a referred child, a court hearing can be scheduled after the family has returned home. A second trip for the court hearing usually takes place 4 - 8 weeks following the acceptance of a child. Both parents must travel for court appearance. Parents travel to the local region for the adoption process, then back to Moscow for the child’s visa interview at the U.S. Embassy. Time in Moscow is 5 business days (visa and registration). The adoption trips generally takes 7 days for the 1st trip and 7 to 21 days for the 2nd trip. |
